Bills pass amid opposition protests and dissent from committee members<\/p>\n\n\n\n
Parliament today passed two bills repealing three ordinances related to judicial independence, judges\u2019 appointments, and the budgetary authority of the Supreme Court Secretariat, despite strong objections from the opposition bench.<\/p>\n\n\n\n
The Jatiya Sangsad also approved the National Human Rights Commission (Repeal and Reinstatement) Bill, 2026, which reintroduces the National Human Rights Commission Act, 2009. Both bills were passed amid opposition protests. Along with these two, a total of 12 bills have been passed so far today.<\/p>\n\n\n\n
Earlier on April 6, Law, Justice and Parliamentary Affairs Minister Md Asaduzzaman placed the Supreme Court Judges Appointment (Repeal) Bill, 2026, to repeal the Supreme Court Judges Appointment Ordinance, 2025, and also introduced the Supreme Court Secretariat (Repeal) Bill, 2026, to repeal both the Supreme Court Secretariat Ordinance, 2025, and the Supreme Court Secretariat (Amendment) Ordinance, 2026.<\/p>\n\n\n\n
The minister also presented the National Human Rights Commission (Repeal and Reinstatement) Bill, 2026, to reintroduce the National Human Rights Commission Act, 2009.<\/p>\n\n\n\n
During today\u2019s session, when the law minister sought approval for consideration of the bills, National Citizen Party MP Hasnat Abdullah raised objections to the National Human Rights Commission (Repeal and Reinstatement) Bill, 2026. Jamaat MP Muhammad Nazibur Rahman objected to the Supreme Court Secretariat (Repeal) Bill, 2026, while NCP\u2019s Akhtar Hossen objected to the Supreme Court Judges Appointment (Repeal) Bill, 2026.<\/p>\n\n\n\n
Following the law minister\u2019s reply, all three bills were passed by voice vote.<\/p>\n\n\n\n
Discussions on the bills continued later in the House, amid notes of dissent from members of the parliamentary special committee tasked with scrutinising the 133 ordinances adopted by the interim government. Three Jamaat-e-Islami MPs issued notes of dissent on all three bills.<\/p>\n\n\n\n
The ordinances were originally aimed at creating judicial posts and supporting the development of the judiciary, with budgetary authority entrusted to the Supreme Court Secretariat under the chief justice\u2019s control. Under full operation of the secretariat, authority over the transfer, promotion, and discipline of lower court judges would also have been vested in the Supreme Court.<\/p>\n\n\n\n
Although the constitution requires a law for appointing judges, such legislation has yet to be enacted. In 2025, the interim government issued the Supreme Court Judges Appointment Ordinance to establish a process under which suitable candidates would be selected and the chief justice would advise the president on appointments.<\/p>\n\n\n\n
Out of 133 ordinances issued during the interim government, the parliamentary special committee recommended approval of 98 in their original form and 15 in amended form. Of the remaining 20, it proposed repealing four and introducing new bills to strengthen the other 16.<\/p>\n","protected":false},"excerpt":{"rendered":"
