After nearly two decades, the BNP-led government has unveiled a national budget in Parliament, presenting what many see as a roadmap for economic recovery at a time when Bangladesh is grappling with severe economic challenges.<\/p>\n\n\n\n
The proposed budget for the 2026-27 fiscal year comes amid rising poverty, declining private investment, increasing unemployment, and persistent inflation that have significantly impacted the lives of ordinary citizens. Analysts believe the budget has offered a degree of optimism by introducing measures aimed at boosting employment, encouraging investment, and revitalizing the private sector.<\/p>\n\n\n\n
Finance and Planning Minister Amir Khasru Mahmud Chowdhury, while presenting the budget, identified the causes behind the current economic difficulties and outlined a comprehensive strategy for recovery. Central to the government’s approach is the revival of the private sector, which is widely viewed as the primary engine for economic growth and job creation.<\/p>\n\n\n\n
The budget emphasizes planned industrialization, export diversification, technology-driven economic activities, and the promotion of entrepreneurship among young people. It also seeks to reduce bureaucratic complexities through regulatory reforms designed to create a more transparent, efficient, and business-friendly environment.<\/p>\n\n\n\n
Among the notable measures announced are the recognition of withholding tax as a final advance tax, a reduction in source tax on industrial raw materials to 4 percent, a 0.5 percent source tax on 60 essential commodities, and the advance declaration of the tax structure for the next five years. Tax incentives have also been proposed for healthcare, renewable energy, and electric vehicle sectors.<\/p>\n\n\n\n
The government has further pledged to maintain current VAT rates while expanding the tax net. Quarterly online VAT return submissions and simplified tax procedures for small businesses have been introduced. Additionally, Bangladesh Bank\u2019s Tk 60,000 crore stimulus package includes Tk 5,000 crore for CMSME enterprises, while turnover tax exemptions have been extended to small, female, and differently-abled entrepreneurs.<\/p>\n\n\n\n
A major highlight of the budget is the government’s target to create more than 2.5 million new jobs. However, experts caution that achieving this goal will require overcoming significant bureaucratic obstacles and restoring investor confidence.<\/p>\n\n\n\n
According to business leaders, the previous interim administration left behind a climate of uncertainty that severely affected industrial activity. Many factories reportedly suffered from closures, looting, and arson incidents, while entrepreneurs faced legal and administrative challenges that discouraged investment. High lending rates and prolonged delays in project approvals further contributed to economic stagnation.<\/p>\n\n\n\n
Industry stakeholders argue that numerous investment proposals remained stuck in bureaucratic processes for nearly 18 months, effectively halting private-sector expansion. Restrictions imposed on the overseas travel of several business leaders during the previous administration also reportedly disrupted trade and investment activities.<\/p>\n\n\n\n
Although the current government has been in office for three months, some business groups continue to urge the complete withdrawal of remaining travel restrictions and the creation of a more secure and predictable business environment.<\/p>\n\n\n\n
To address longstanding bureaucratic challenges, the government has proposed a series of reforms. Business registrations, permits, and approvals will be required to be processed within one week, with applications automatically approved if authorities fail to respond within the stipulated timeframe. Company registration procedures will be fully digitized, with a target of completing registrations within 48 hours.<\/p>\n\n\n\n
The budget also introduces an online provisional approval system for new and small businesses, allowing entrepreneurs to begin operations while completing formal requirements within six to twelve months. Trade license services provided by city corporations and municipalities will gradually be integrated into a centralized online platform.<\/p>\n\n\n\n
While these initiatives have been welcomed by the business community, concerns remain regarding their implementation. Entrepreneurs have long complained about delays in obtaining utility connections, environmental clearances, and other regulatory approvals, often requiring them to navigate multiple government agencies.<\/p>\n\n\n\n
Observers suggest that effective monitoring and accountability will be essential to ensure that the reforms are implemented at the field level. They point to Prime Minister Tarique Rahman\u2019s recent direct inspection of Eid-ul-Azha waste management operations as an example of proactive oversight, which reportedly led to immediate administrative action against officials found responsible for shortcomings.<\/p>\n\n\n\n
Economists and business leaders agree that the success of the 2026-27 budget will largely depend on the government’s ability to foster a fear-free investment climate, strengthen cooperation with the private sector, and dismantle bureaucratic barriers that hinder economic activity.<\/p>\n\n\n\n
