{"id":6582,"date":"2026-07-01T10:50:15","date_gmt":"2026-07-01T10:50:15","guid":{"rendered":"https:\/\/www.thedhakajournal.com\/?p=6582"},"modified":"2026-07-01T10:50:17","modified_gmt":"2026-07-01T10:50:17","slug":"can-the-china-myanmar-bangladesh-economic-corridor-become-a-reality","status":"publish","type":"post","link":"https:\/\/www.thedhakajournal.com\/?p=6582","title":{"rendered":"Can the China-Myanmar-Bangladesh Economic Corridor become a reality?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Prime Minister Tarique Rahman&nbsp;<a href=\"https:\/\/www.thedailystar.net\/news\/bangladesh\/diplomacy\/news\/what-you-need-know-about-pms-china-visit-4209306\">returned from China<\/a>&nbsp;on June 26 after a four-day official visit that produced a series of agreements aimed at expanding Bangladesh-China cooperation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The two countries agreed to\u00a0<a href=\"https:\/\/bd.china-embassy.gov.cn\/eng\/zgyw\/202606\/t20260626_11953167.htm#:~:text=China%2DBangladesh%20community%20with%20a%20shared%20future%20in%20the%20new%20era\">elevate bilateral ties<\/a>\u00a0to a &#8220;China-Bangladesh community with a shared future in the new era&#8221;, discussed a proposed\u00a0<a href=\"https:\/\/www.thedailystar.net\/opinion\/interviews\/news\/the-proposed-22-dialogue-mechanism-should-not-be-overinterpreted-4210676\">2+2 foreign and defence dialogue mechanism<\/a>, announced cooperation on\u00a0<a href=\"https:\/\/www.thedailystar.net\/news\/bangladesh\/diplomacy\/news\/what-you-need-know-about-pms-china-visit-4209306#:~:text=Teesta%20project%20and,water%20transport%20systems.\">Teesta River management<\/a>, and outlined several infrastructure and investment initiatives.Among the issues discussed was&nbsp;<a href=\"https:\/\/www.bssnews.net\/news-flash\/399942#:~:text=%E2%80%9CToday%2C%20Prime%20Minister%20Tarique%20Rahman%20had%20detailed%20discussions%20with%20Chinese%20President%20Xi%20Jinping%20on%20connectivity...%20A%20proposal%20came%20there%20on%20how%20an%20economic%20corridor%20could%20be%20established%20from%20Bangladesh%20to%20China%20via%20Myanmar%2C%E2%80%9D%20said%20Prime%20Minister%E2%80%99s%20Office%20spokesperson%20Mahdi%20Amin%20here.\">China&#8217;s proposal<\/a>&nbsp;to develop the China-Myanmar-Bangladesh Economic Corridor (CMBC), a transport network linking Yunnan Province with Bangladesh through Myanmar and providing access to the ports of Chittagong and Mongla.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The existing China-Myanmar Economic Corridor, the backbone of the proposed route through Myanmar, spans approximately&nbsp;<a href=\"https:\/\/jamestown.org\/the-china-myanmar-economic-corridor-delays-ahead\/#:~:text=The%201%2C700%20kilometer,priority%20for%20China.\">1,700 kilometres<\/a>&nbsp;from Kunming to Myanmar&#8217;s coast; any extension to Bangladesh would add further distance, though no official figure for the full corridor length has been confirmed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The proposal revives a corridor&nbsp;<a href=\"https:\/\/cpd.org.bd\/bangladesh-china-india-myanmar-bcim-pursuing-regional-economic-cooperation\/\">originally conceived<\/a>&nbsp;in 1999 as the Bangladesh-China-India-Myanmar (BCIM) Economic Corridor under the BCIM Forum, before India gradually disengaged from the initiative over strategic and security concerns linked to the Belt and Road Initiative and deteriorating Sino-Indian relations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On June 27, while speaking at a press briefing, Foreign Minister Khalilur Rahman said Bangladesh was\u00a0<a href=\"https:\/\/en.prothomalo.com\/bangladesh\/7tfgpfk3df#:~:text=in%20bilateral%20relations.-,Responding%20to%20questions%20from%20journalists%2C%20Foreign%20Minister%20Khalilur%20Rahman%20said%2C%20%E2%80%9CBangladesh%20is%20currently%20examining%20China%27s%20proposed%20corridor.%20However%2C%20we%20have%20not%20yet%20taken%20any%20stance.%E2%80%9D,-Chinese%20corridor%20proposal\">&#8220;currently examining&#8221;<\/a>\u00a0the proposal and had &#8220;taken no position&#8221; on it. He added that any overland connectivity through Myanmar would remain explicitly conditional on the restoration of peace and stability in Rakhine State.On paper, the corridor offers clear economic logic. It would give south-western China a shorter overland route to the Indian Ocean, reducing reliance on longer maritime lanes such as the Malacca Strait and providing landlocked Yunnan Province with direct access to Bangladeshi ports.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For Bangladesh, it could strengthen its position as a regional transit hub by serving as the coastal terminus of a tri-nation transport network, potentially attracting investment into its maritime infrastructure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This trade traffic would support the economic infrastructure along the route, feeding into manufacturing hubs such as the newly approved Chinese Economic and Industrial Zone in Anwara, Chattogram.In practice, however, the corridor&#8217;s viability depends on the political and security situation in Myanmar, where conflict has disrupted both governance and infrastructure development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rakhine State, through which the corridor would pass, is now largely outside the effective control of Myanmar&#8217;s military government. The Arakan Army, an ethnic armed organisation,&nbsp;<a href=\"https:\/\/www.irrawaddy.com\/news\/war-against-the-junta\/battle-intensifies-as-arakan-army-pushes-into-ayeyarwady-region.html?fbclid=IwY2xjawSu7y5leHRuA2FlbQIxMABicmlkETFXQTlBNVFkdjlpUGZoRXVHc3J0YwZhcHBfaWQQMjIyMDM5MTc4ODIwMDg5MgABHo3vO1KXGvGHG5kSRXG1EraHLYMrCnSiyFLzBTNPEr0xxN_qWMMMgu8iqkHl_aem_YWdncwP-EC92DvkSOj8eJafo4gbN#:~:text=The%20AA%20fully,offensive%20into%20Rakhine.\">controls about 14<\/a>&nbsp;of the state&#8217;s 17 townships. The junta formally retains the townships of Kyaukphyu, where the proposed deep-sea port is located, the state capital, Sittwe, and the island of Manaung.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, Kyaukphyu is now under active siege conditions, with Arakan Army forces reported to be fighting&nbsp;<a href=\"https:\/\/www.irrawaddy.com\/news\/war-against-the-junta\/arakan-army-surrounds-myanmars-western-naval-bases-sparking-intense-battles.html#:~:text=Heavy%20clashes%20are,being%20ferried%20in.\">within approximately two kilometres<\/a>&nbsp;of key junta naval bases and infrastructure. The situation there is better described as contested than as being under stable government control.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The security situation has already affected Chinese investments. A China-backed power plant at Kyaukphyu, a\u00a0<a href=\"https:\/\/www.irrawaddy.com\/news\/myanmar-china-watch\/china-backed-power-plant-pulled-from-kyaukphyu-as-aa-advances.html#:~:text=The%20US%24%20140,reached%20full%20capacity.\">$140 million facility<\/a>\u00a0operated through a joint venture between Hong Kong-listed VPower Group and the Chinese state-owned China National Technical Import and Export Corporation (CNTIC), was progressively dismantled and relocated beginning in late 2024, with the pace accelerating sharply into early 2026 as fighting drew closer to its location.The plant had already been suspended since late 2023 after the junta failed to supply sufficient natural gas and could not pay for electricity in US dollars. The episode illustrated the operational risks facing major infrastructure projects in the area.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Kyaukphyu port project has also faced repeated delays. Initial memorandums of understanding were signed with China&#8217;s CITIC Group&nbsp;<a href=\"https:\/\/www.csis.org\/analysis\/kyaukpyu-connecting-china-indian-ocean#:~:text=Negotiations%20on%20Kyaukpyu,to%20be%20finalized.\">as far back as 2009<\/a>, and the project was formally awarded through an international tender in December 2015, at an original estimated value of $7.3 billion. Myanmar&#8217;s civilian NLD government renegotiated the terms in 2018, scaling the project down to about&nbsp;<a href=\"https:\/\/beltandroad.hktdc.com\/en\/insights\/final-go-ahead-inches-closer-essential-myanmar-bri-deep-sea-port#:~:text=After%20two%20long,Sea%20Port%20project.\">$1.3 billion<\/a>&nbsp;amid debt sustainability concerns.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The port is being developed through a joint venture between China&#8217;s CITIC Group and the Myanmar government. Although the junta announced renewed momentum during the recent Chinese visit, construction has made little visible progress amid repeated security disruptions and worker evacuations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Arakan Army&#8217;s control of much of the surrounding territory, and its ongoing assaults on Kyaukphyu Township, continue to shape the project&#8217;s prospects.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The railway components are even less advanced. The 431-kilometre Muse-Mandalay railway, estimated to cost&nbsp;<a href=\"https:\/\/www.irrawaddy.com\/news\/burma\/china-backed-muse-mandalay-railway-cost-9-billion.html\">almost $9 billion<\/a>, has progressed slowly since a feasibility study was completed in 2019, with later environmental review work and disputed claims that construction had&nbsp;<a href=\"https:\/\/thediplomat.com\/2023\/03\/china-myanmar-have-resumed-work-on-railway-project-report-says\/\">started in 2023\u201324<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Myanmar&#8217;s Financial Analysis Committee\u00a0<a href=\"https:\/\/eng.mizzima.com\/2024\/03\/25\/8371\">sought a soft loan<\/a>\u00a0from China in 2024 to fund construction, but no financing agreement has been publicly announced. Earlier this year, junta officials claimed construction had begun, although\u00a0<a href=\"https:\/\/www.business-humanrights.org\/en\/latest-news\/myanmar-junta-claims-musemandalay-railway-underway-despite-conflict-china-advances-bordering-daliruili-line\/#:~:text=The%20claim%20was%20swiftly%20challenged,fighting%20since%20the%202021%20coup.\">independent observers disputed<\/a>\u00a0those assertions, noting that sections of the proposed route pass through areas controlled by armed groups opposed to the military government.Progress on the Mandalay-Kyaukphyu railway has also been limited. Myanmar and China signed an MoU&nbsp;<a href=\"https:\/\/www.moi.gov.mm\/moi:eng\/news\/2467\">in 2021<\/a>&nbsp;to conduct feasibility, environmental, social, and cultural heritage studies, but no public construction timetable has been announced, and the project has advanced slowly since then.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The wider political and economic context presents additional obstacles. Since the military seized power in 2021, Myanmar has become increasingly fragmented. According to a 2026 UN Security Council briefing, the junta now controls approximately&nbsp;<a href=\"https:\/\/imuna.org\/blog\/unsc-a-2026-update-brief-the-situation-in-myanmar\/#:~:text=The%20junta%20controls,phase%20of%20elections.\">one-fifth of the country&#8217;s territory<\/a>, a figure consistent with&nbsp;<a href=\"https:\/\/www.bbc.com\/news\/articles\/c390ndrny17o\">BBC investigative mapping<\/a>, while resistance forces and ethnic armies hold an estimated&nbsp;<a href=\"https:\/\/www.cfr.org\/global-conflict-tracker\/conflict\/rohingya-crisis-myanmar#:~:text=Five%20years%20after,thousand%20total%20deaths.\">42 per cent<\/a>, with the remainder either contested or under active fighting.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Prime Minister Tarique Rahman&nbsp;returned from China&nbsp;on June 26 after a four-day official visit that produced a series of agreements aimed at expanding Bangladesh-China cooperation.
