Every year on August 5, Pakistan observes Youm-e-Istehsal (“Exploitation Day”) to mark India’s 2019 decision to revoke the special constitutional status of Jammu and Kashmir. Islamabad says the observance is intended to protest India’s move and express solidarity with the people of Kashmir, arguing that it reflects Pakistan’s commitment to protecting their rights, security, and human dignity.<\/p>\n\n\n\n
The broader question, however, is whether this commitment is applied consistently or selectively. A state that speaks forcefully about the rights of people beyond its borders inevitably faces scrutiny over its own human rights record. When concerns arise over political freedoms, freedom of expression, and the right to peaceful protest within territories under its control, questions about consistency become difficult to ignore.<\/p>\n\n\n\n
Recent developments in Pakistan-administered Kashmir have intensified that debate. Protests over political representation and what demonstrators describe as Islamabad’s excessive influence are no longer seen merely as a local political dispute. Instead, they have become a significant test of Pakistan’s democratic institutions and its commitment to protecting fundamental rights.<\/p>\n\n\n\n
One of the protesters’ principal demands is the abolition of 12 reserved seats in the region’s legislative assembly allocated to refugees from outside Pakistan-administered Kashmir. Demonstrators argue that these seats enable Islamabad to exert undue influence over the territory’s political decision-making. They contend that instead of pursuing dialogue, authorities responded with force against peaceful demonstrations.<\/p>\n\n\n\n
Protesters allege that security forces opened fire during demonstrations, resulting in multiple deaths and hundreds of injuries. Pakistani authorities, however, maintain that security measures were necessary to restore order and address public safety concerns. Critics argue that such explanations can only gain credibility if accompanied by transparent investigations, accountability, and public trust.<\/p>\n\n\n\n
Amnesty International has also expressed concern over reports of the use of lethal force and has called for an independent investigation. The organization has questioned whether a democratic government should respond to public demands with force before exhausting dialogue and political solutions.<\/p>\n\n\n\n
The rhetoric adopted by sections of Pakistan’s political leadership has also drawn criticism. When Defence Minister Khawaja Asif reportedly described protesters in Pakistan-administered Kashmir as “enemies,” observers argued that such language reflected a troubling approach to dissent. In democratic societies, critics say, political disagreement should not be equated with hostility toward the state, as branding dissenting voices as enemies risks weakening democratic institutions themselves.<\/p>\n\n\n\n
More broadly, Pakistan continues to face allegations of applying different standards to human rights issues. While Islamabad frequently raises concerns over the rights of Kashmiris on the international stage, critics argue that similar standards should also be applied within Pakistan-administered Kashmir, Balochistan, Sindh, and Khyber Pakhtunkhwa.<\/p>\n\n\n\n
Balochistan, in particular, has long been the focus of human rights concerns. Families of missing persons have spent years demanding information about the fate of their relatives and greater accountability. International human rights organizations have repeatedly raised allegations of enforced disappearances, arbitrary detention, and extrajudicial killings. Pakistan has consistently defended its actions by citing security challenges and counterterrorism operations. Rights advocates, however, argue that national security concerns cannot justify the erosion of fundamental civil liberties.<\/p>\n\n\n\n
History also offers a cautionary lesson. Many analysts view the events leading to Bangladesh’s independence in 1971 as rooted in the denial of political rights, the rejection of democratic mandates, and the use of military force against popular demands. That experience continues to be cited as evidence that lasting political stability cannot be achieved solely through coercion. While force may suppress unrest temporarily, it cannot permanently silence demands for dignity, representation, and justice.<\/p>\n\n\n\n
Questions about Pakistan’s human rights record are not raised only by international observers. They have also come from within the country. Former ambassador Maleeha Lodhi, along with several analysts and members of civil society, has pointed to inconsistencies between Pakistan’s stated commitment to democratic values and its domestic policies. Dismissing such criticism as foreign interference, they argue, does little to address underlying concerns.<\/p>\n\n\n\n
Pakistan undoubtedly faces serious security challenges, including terrorism and violent extremism. Yet many legal and human rights experts maintain that security threats do not exempt any state from its obligation to protect the rights of its citizens. The strength of a democratic state, they argue, is measured not only by its military capability but also by its willingness to safeguard civil liberties during periods of crisis.<\/p>\n\n\n\n
International human rights standards emphasize that any use of force by state authorities must be lawful, necessary, proportionate, and subject to accountability. Political grievances and public protests, according to these principles, should primarily be addressed through dialogue, constitutional processes, and peaceful political engagement.<\/p>\n\n\n\n
If Pakistan seeks to present itself as a consistent advocate for human rights, many observers argue that such commitment must first be reflected within territories under its own administration. Respect for civil liberties and political rights in Pakistan-administered Kashmir, Balochistan, Sindh, and Khyber Pakhtunkhwa will inevitably shape the credibility of Islamabad’s human rights advocacy abroad.<\/p>\n\n\n\n
Ultimately, the most convincing measure of a state’s commitment to human rights is not the speeches it delivers at international forums, but the way it treats the people under its own jurisdiction. For Pakistan, the challenge today is not merely to speak the language of human rights, but to demonstrate those principles in practice.<\/p>\n","protected":false},"excerpt":{"rendered":"
