Fuel oil is indispensable to almost every major sector, including industrial production, irrigation, transportation of goods and passengers, and power generation. As a result, the supply and price of fuel oil are not merely commercial issues; they are directly linked to the cost of living, industrial production costs and the country\u2019s overall economic stability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For decades, state-owned entities have played the dominant role in the import, storage and marketing of fuel oil in Bangladesh. The Bangladesh Petroleum Corporation (BPC) has been at the centre of this system. But fuel demand is rising, international oil prices are fluctuating and the need for faster and more reliable supply is growing. Against this backdrop, the government\u2019s initiative to involve the private sector in fuel oil imports could mark a significant policy shift.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At a seminar organised by the Forum for Energy Reporters Bangladesh on Tuesday (August 11), Power, Energy and Mineral Resources Minister Iqbal Hasan Mahmud Tuku said the government had formulated a uniform policy to involve private-sector companies in fuel oil imports and marketing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the proposed framework, qualified private companies would be allowed to import fuel oil alongside state-owned entities. The government believes that greater private-sector participation will increase competition and strengthen the overall supply chain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Scope for greater competition<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The biggest potential benefit of the initiative is the creation of competition in the fuel market.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When an entire import system depends on a single institution or a limited number of state-owned entities, delays in procurement, decision-making or supply can quickly affect the entire market. Allowing multiple importers could create opportunities to source fuel from different suppliers and reduce the risk of a nationwide shortage caused by problems at a single institution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Private companies may also have an advantage in terms of decision-making speed and operational flexibility. International crude and refined fuel prices fluctuate frequently. When prices fall, private importers may be able to place orders quickly, identify alternative suppliers or take measures to reduce transportation costs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Greater competition could therefore improve efficiency in import management and potentially reduce costs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, simply creating opportunities to buy fuel at lower prices will not automatically guarantee benefits for consumers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Energy security remains the key concern<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fuel oil cannot be treated like an ordinary consumer product. Even a minor disruption in its supply can have serious consequences for industries, transport, agriculture and electricity generation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore, while allowing private importers to enter the market, the government must ensure adequate strategic reserves at the national level. If a private company reduces imports because of a sudden increase in international prices, the state must have a backup mechanism to prevent shortages in the domestic market.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Private-sector participation could also encourage investment in energy infrastructure. New importers may invest in terminals, storage facilities, transportation networks, pipelines and refineries. Such investments could increase the country\u2019s storage and supply capacity while reducing pressure on the government to finance all infrastructure development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Modern and large-scale storage facilities would also allow Bangladesh to purchase fuel when international prices are favourable and store it for future use.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The risk of a private-sector monopoly<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The proposed system, however, carries significant risks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The government must clearly define who can import fuel, how much they can import, where they can store it, how many days of mandatory stock they must maintain and how prices will be determined.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Price-setting is particularly important. A transparent formula should take into account international market prices, import costs, transportation expenses, storage costs, taxes and reasonable business margins.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Without such a mechanism, private imports could create opportunities for excessive pricing, artificial shortages or abnormal profit-taking.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another concern is the pressure on foreign exchange reserves. Although private companies may finance their own imports, their activities still have an impact on the country\u2019s overall foreign exchange market. Excessive or unnecessary imports could increase demand for US dollars.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore, private fuel imports cannot be treated as an activity completely separate from national economic management. The government will need to coordinate import volumes, timing and sources according to the country\u2019s overall requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Perhaps the biggest concern is that a state monopoly could simply be replaced by a private monopoly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If only a handful of large companies are allowed to dominate the market, competition may not increase. Instead, new forms of syndication could emerge, creating risks of market manipulation, hoarding and price fixing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Transparency in licensing and pricing<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The government should therefore prioritise competition when issuing import licences.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Companies could be selected based on clear criteria, including financial strength, infrastructure, storage capacity and experience in international trade. At the same time, data on imports, storage and sales should be regularly disclosed and independently audited.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Details such as the purchase price of each shipment, its source, transportation costs and other charges should be verifiable. This would significantly reduce opportunities for irregularities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lessons from India<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">India\u2019s experience could offer some useful lessons for Bangladesh.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Alongside state-owned oil companies, private companies play an important role in India\u2019s energy sector. Companies such as Reliance Industries and Nayara Energy import crude oil from international markets, refine it and supply fuel to the domestic market, while also exporting petroleum products.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This means state-owned and private companies operate alongside each other in India\u2019s fuel market.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, Bangladesh cannot simply replicate the Indian model. India has a much larger market, extensive refining capacity, major port infrastructure and a huge consumer base. Bangladesh\u2019s market is considerably smaller and its energy infrastructure has different capacities and limitations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The challenge, therefore, is to learn from India\u2019s experience while developing a model suited to Bangladesh\u2019s own economic and infrastructural realities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moving beyond refined fuel imports<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the long term, Bangladesh may also need to focus on increasing its capacity to import crude oil and refine it domestically rather than relying predominantly on imports of refined petroleum products.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Greater domestic refining could create local value addition, encourage the development of related industries and generate employment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, building new refineries, terminals, storage facilities and pipelines would require substantial investment. Public-private partnerships could play an important role in mobilising such investment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A stronger regulatory role for the state<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The government\u2019s role will also need to evolve.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The state does not necessarily have to directly operate every part of the fuel business. Its primary responsibility should be to establish effective market rules, enforce those rules and protect national interests.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">BPC could retain its central responsibility for strategic reserves, emergency supplies and national energy security, while qualified private companies could be allowed to compete in imports and marketing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A strong monitoring mechanism will be essential. The Energy Ministry, relevant regulatory agencies, the Bangladesh Competition Commission and other stakeholders should work together to regularly monitor the market.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Evidence of market manipulation, hoarding or the creation of artificial shortages should trigger immediate action, backed by effective penalties.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Balancing competition and energy security<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ultimately, private-sector participation in fuel oil imports cannot be viewed simply as either good or bad. Its success will depend on how transparent the policy framework is, how effectively competition works and how strong the state\u2019s regulatory and monitoring mechanisms are.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If implemented properly, private participation could improve import efficiency, diversify sources of supply, attract investment in infrastructure and create greater competition in the market, potentially benefiting consumers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the other hand, weak regulation could replace a state monopoly with private syndicates, leading to hoarding, price manipulation and new risks to national energy security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The most practical approach for Bangladesh may therefore be a balanced model in which BPC remains the principal safeguard of national energy security, while qualified private companies participate in fuel imports and marketing on a competitive basis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The private sector can drive business and investment, but the ultimate responsibility for protecting national interests, maintaining price stability and ensuring energy security must remain with the state.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If this balance can be achieved, private-sector participation in fuel oil imports could become a major opportunity for reforming Bangladesh\u2019s energy market.
