Engineer Md Anwarul Islam, Additional Chief Controller of Stores at Bangladesh Railway, has strongly protested the renewed circulation of allegations published against him in 2024, claiming that previously addressed issues are being repackaged and circulated on various online news portals and social media platforms with malicious intent.<\/p>\n\n\n\n
In a written statement, the railway official said he had submitted explanations and supporting documents to the relevant authorities and media outlets following the publication of the allegations in 2024. He claimed that several responsible media outlets subsequently withdrew or corrected their reports after reviewing the information provided.<\/p>\n\n\n\n
However, he alleged that an interested group was once again circulating the old allegations in a misleading manner, disregarding his previous explanations and formal protests.<\/p>\n\n\n\n
Islam urged media organisations to verify facts and evidence thoroughly before publishing reports and to adhere to the principles of professional journalism.<\/p>\n\n\n\n
Engineer Md Anwarul Islam is currently serving in the Stores Department of Bangladesh Railway at Pahartali. He previously served as Director (Inventory Control) and Additional Chief Controller of Stores.<\/p>\n\n\n\n
During his career, he gained extensive experience in railway procurement, the supply of maintenance components for locomotives and passenger coaches, and inventory management.<\/p>\n\n\n\n
He also obtained a Professional Diploma from the Chartered Institute of Procurement and Supply (CIPS) in the United Kingdom under a government scholarship programme.<\/p>\n\n\n\n
According to his statement, he played a leading role in introducing a modern Digital Inventory Management System at Bangladesh Railway while serving as Director (Inventory Control).<\/p>\n\n\n\n
Addressing allegations that he maintained close ties with a former influential minister and used political connections to obtain professional advantages, Islam categorically denied the claims.<\/p>\n\n\n\n
He said that, according to the information cited in his statement, no evidence of political lobbying on his behalf had been found in the accounts of relevant administrative sources or former senior officials.<\/p>\n\n\n\n
He also claimed that discussions with railway officials and employees at Chattogram Railway and the Central Railway Building (CRB), local journalists, and regular suppliers had failed to substantiate allegations concerning the distribution of sweets. He further said that a review of contemporary newspaper reports had yielded no supporting information.<\/p>\n\n\n\n

Responding to allegations that he had retained multiple positions through personal lobbying, Islam said the Stores Department had long faced a severe shortage of officers.<\/p>\n\n\n\n
He maintained that the additional responsibilities assigned to him were based on administrative necessity and intended to keep institutional operations running smoothly.<\/p>\n\n\n\n
He added that the ongoing shortage of personnel had compelled several officers in the department to handle the responsibilities of two or three positions simultaneously.<\/p>\n\n\n\n
Regarding allegations involving government procurement and the Revised Procedure Order (RPO), Islam said procurement activities under his responsibility had followed the Public Procurement Act (PPA) and the Public Procurement Rules (PPR).<\/p>\n\n\n\n
He explained that government procurement was not determined by the discretion of a single individual. Rather, the process involved evaluations and recommendations by various committees, approval from the designated authorities, contract execution, inspections, and subsequent payment processing by the accounts department.<\/p>\n\n\n\n
On the RPO issue, he argued that the authority to formulate or amend policy-level orders rested with the head of the organisation, namely the Director General or an authorised representative, while relevant documentation was processed through the office of the departmental head.<\/p>\n\n\n\n
As he was neither the head of the organisation nor the departmental head, Islam said it was unreasonable to hold him solely responsible for policy-level decisions outside his designated authority.<\/p>\n\n\n\n
In his statement, Islam emphasised that responsible journalism requires obtaining comments from the concerned parties and reviewing relevant official documents and investigation reports before publishing allegations against an individual.<\/p>\n\n\n\n
He said one-sided negative publicity based on unverified information was inconsistent with the fundamental principles of impartial journalism.<\/p>\n\n\n\n
The railway official expressed hope that the relevant authorities would take effective measures, in accordance with applicable laws, against what he described as deliberate misinformation and misleading news coverage.<\/p>\n\n\n\n
