Fugitive MP’s eyes on government land in Faridpur

It has been alleged that a plot to seize government property is underway in the blueprint of Jharna Hasan, a former MP from the reserved seat of Faridpur. An Indian citizen is being used to capture land and houses by making an Indian citizen a citizen of this country and using the district administration to convert the entrusted property into personal property and seize it.

In this incident, the property grabbers Achinta Kumar Chakraborty, Dilip Kumar Chakraborty, Joy Chakraborty, Minati Rani Chakraborty and Biswajit Chakraborty, residents of Dakshin Alipur under Kotwali police station of Faridpur city, have recently filed a case in the Faridpur Senior Assistant Judge’s Court. The Faridpur Deputy Commissioner, Additional Deputy Commissioner, Upazila Nirbahi Officer, Assistant Commissioner (Land), Faridpur Municipality Tehsildar and a person named Biresh Chandra Chakraborty have been made defendants in the case.

It is known that although 22 percent of the land in South Alipur is vested property, influential people have been trying to make it private property for a long time. In 2000, while he was the chairman of Faridpur Municipality, influential Awami League leader Hasibul Hasan Lavlu tried to seize the land and house. He made the documents disappear and also got the record registered in his name. After his death in 2008, his wife Jharna Hasan, a former member of parliament from the reserved women’s seat, set her eyes on the land.
Jharna Hasan has been absconding since the mass uprising on August 5 last year. But even while absconding, it has been alleged that he is trying to seize the land by using the current district administration. They are trying to evict two Hindu families who have been living on the land for 54 years.

The case filed in the Faridpur Senior Assistant Judge’s Court states that Dinesh Chandra Samaddar was the owner of 22 percent of the land registered under RS ​​569 in Alipur Mouza under Kotwali Police Station of Faridpur. He left the property and went to India before independence. Since he had taken Indian citizenship and settled permanently and had no chance of ever returning to this country, Dinesh Chandra Samaddar’s house maid Nanibala Devi got the land registered in her name in the SA record. Later, the Faridpur Deputy Commissioner issued a notice to Nanibala Devi to appear in his office along with documents and documents, showing the reasons for how she got the property registered in her name in the SA. Although Nanibala appeared in the Deputy Commissioner’s court, since she could not produce any documents or proper documents to get the SA record registered in Nanibala’s name, the Deputy Commissioner cut off the SA 532 Khatian in the name of Nanibala Devi for the complaint property and listed the complaint land as a vested non-citizen property.

Later, when the country became independent, the government considered 5.25 percent as vested non-citizen property and leased the remaining property to Achinta Kumar Chakraborty and the other plaintiffs and their relatives.
Since then, they have been paying rent. They built houses and planted trees on that land. Later, Nanibala filed a case number Dey 89/1979 in the First Sub Judge’s Court of Faridpur, claiming that the property was not vested property and was her own property. After hearing both parties, the court dismissed the case. Later, Nanibala Devi filed an appeal against this verdict in the Faridpur District Judge’s Court, but she lost. Later, in collusion with Faridpur Municipality Chairman Hasibul Hasan Lavlu, she had survey officers and employees make a fake national identity card of this country in the name of Indian citizen Biresh Chandra Chakraborty and pretend to be the false heir of Nanibala Devi and filed a case in the Land Survey Tribunal in Faridpur. By misleading the Assistant Commissioner (Land), SA showed the fake heir of the recorded owner and obtained a decree from the Land Survey Tribunal court. In order to prevent Biresh Chandra Chakraborty from selling the property and fleeing to India after receiving the decree, the plaintiffs proposed on March 20 that the Assistant Commissioner Bhumi issue a prohibitory injunction not to register the property in Biresh’s name and to investigate and take action. But since the Assistant Commissioner did not take any action, the plaintiffs were forced to file a case in the court.

One of the plaintiffs told Kaler Kantho that the owner of the land was a person named Dinesh Chandra Samaddar. He went to India before independence. Later, his property was looked after by his maid Nanibala. While recording the land, Nanibala recorded the SA in his name. Later, in 1978, the government declared this land as a vested property and leased it to the plaintiffs. He said, “We will not accept that anyone else will occupy the government land. We have been guarding government property for 54 years.”

The Anti-Corruption Commission also investigated the matter of this land in 2015. The commission’s report said that Hasibul Hasan Lavlu (now deceased), former chairman of Faridpur Municipality, was appointed as the aam mokhtar by Nanibala Devi on the said land and the said land was in his possession for a long time and is currently in the possession of his heirs. In the VP/Hal survey, the said land was recorded in the name of Hasibul Hasan Lavlu. Although the said land was mentioned as ‘vestate property’ in the judgment of the learned court, the said land was never listed as VP property and was not published as a property included in Schedules ‘A’ and ‘B’ of the Bangladesh Gazette published under the Vested Property Restitution (Amendment) Act-2011. Since the original owner of the said land left the country in 1965, it will be considered as ‘vestate property’ or ‘non-resident property’. The said land is currently recorded in the survey in the name of Hasibul Hasan Lavlu (now deceased) in the name of his heirs, which appears to be illegal.

A plaintiff alleges that AC Land Shafiqul Islam, in collusion with Jharna Hasan, arranged to register the land in the name of Indian citizen Biresh Chandra. He believes that this incident was done in exchange for a large sum of money.

Faridpur DC Mohammad Kamrul Hasan Mollah and AC Land Md. Shafiqul Islam’s mobile phone was called several times to inquire about this, but they did not pick up.
