Khandaker Mosharraf nominated to preside over inaugural sitting of 13th parliament

Leader of the House Tarique Rahman nominated five-time BNP lawmaker Khandaker Mosharraf Hossain to preside over the inaugural session of the 13th parliament to elect the speaker and deputy speaker.LGRD Minister Mirza Fakhrul Islam Alamgir seconded the proposal minutes after the 13th Jatiya Sangsad went into session, keeping the seat of the speaker empty and beginning with a recitation from the Quran.
Jamaat MP Syed Abdullah Mohammad Taher also said that the opposition supports Mosharraf.Prime Minister Tarique Rahman, explaining the context of nominating Mosharraf, said they needed to nominate someone to preside over the session due to special circumstances, as the outgoing speaker and deputy speaker were not available and were either untraceable or in hiding.
He said that traditionally the outgoing speaker or deputy speaker presides over the inaugural sitting following a general poll.

But this time, former speaker Shirin Sharmin Chaudhury resigned, and outgoing deputy speaker Shamsul Haque Tuku is currently in prison facing a criminal charge.

Tarique Rahman also said that after independence, senior Constituent Assembly member Maulana Abdur Rashid Tarkabagish presided over the inaugural proceedings on the proposal of then prime minister Sheikh Mujibur Rahman before the election of the speaker and deputy speaker.In 1974, the Speaker of the Constituent Assembly presided over the first session of the new parliament until a new speaker was elected.
